PASSPORTS were required as of June 1, 2009!
Options include a passport card ($40.00) or passport ($100.00), both good for ten years and available at most US post offices. Mexico has replaced the previous Customs agents with new, better educated and trained, agents who will be inspecting more vehicles entering at all border crossings into Mexico. This is true of Progreso, as well. Read about it here. Don't worry if you're just the typical Progreso visitor. They're looking for weapons and attempting to collect duties on goods being brought into Mexico without being declared.
